From the date of entry into force of this Agreement, no military base under the control of a foreign State shall be established in the regroupment area of any of the Contracting Parties; both sides shall ensure that the areas assigned to them do not join a military alliance and are not used to resume hostilities or promote aggressive policies. The International Commission is responsible for monitoring the proper implementation of the provisions of the Agreement by the Parties. To this end, it carries out the tasks of monitoring, follow-up and investigation related to the implementation of the provisions of the Agreement on Cessation of Hostilities, in particular in dealing with issues relating to breaches or the threat of violations likely to lead to a resumption of hostilities, namely: the International Commission may make recommendations for amendments and additions, those relating to the provisions of the Agreements on Cessation of Hostilities in Vietnam in order to ensure more effective implementation of this Agreement. (b) However, it is understood that war material, weapons and ammunition destroyed, damaged, worn or consumed after the end of hostilities may be replaced piece by piece of the same type and having similar characteristics. Such replacement of war material, weapons and ammunition shall not be authorised for French Union troops stationed north of the provisional military demarcation line laid down in Article 1 of this Agreement during the withdrawal period provided for in Article 2.
